After the race, the NASCAR Public Affairs Task Force met to reconsider their ill-received attempt at promoting greater physical activity among the fan base.

I was watching this live from about 200 yards further down the track. That's exactly what I thought he was doing, but I couldn't believe it to be true.

WGI cornerworkers, at least the ones who work club events, are a bunch of fuckwits. And yes, they're much of the same people, as you have to work club events to work NASCAR, because everyone wants to work NASCAR.
Instructors in my club started a contest to see what it would actually take to get a cornerworker to black flag them (for reference: instructors will sometimes purposefully do something to get black-flagged in order to get a student off the track that they need to chill out, or who they can't handle. Arm on the windowsill or out the window is most common; middle finger means "get me off the track NOW.") If I recall, "swinging+waving arm with middle finger fully extended above the roofline" was the winner.

As a former WGI course worker let me say that every single one of the actions was likely called in and reported to the event organizer, but the event organizer actually has to make the call to issue a black flag. Probably less than 1% of reported actions get a black flag response.

For those who are curious, that is actually a (rather exuberant) signal for a tilt bed tow truck. He's instructing the radio man that a tow rope or two wheel tow truck won't cut it - needs a flatbed.

You're about half right, most of the WGI guys that work cub events only do it so they can work NASCAR whereas the people who take it more seriously tend to work the Grand Am races and SCCA events

As a former WGI attendant, club volunteer, etc...no actually. Uncle Bill never heard a peep, nor did we on the radio we'd been provided. Bill had a long talk with that cornerworker at the end of the day.
Lot of you fuckwits seem to not take your job very seriously, as evidenced by the reading material you bring along and consult during sessions instead of doing your fucking jobs. It's like you don't realize that we can see you or something. Any time it happens, you're the talk of the table that evening.

As with any volunteer organization, the level of commitment will vary amongst the field - but the vast majority of those on the weekend crews take their jobs very seriously, and perform with great professionalism.
When you spot an issue like that, I'd encourage you to bring it forward. As a paying customer you deserve professionalism, and often times stuff like that only continues because the only ones who see it (which would be the drivers, there are some mighty "lonely" spots out there), never say anything. Can't garuntee anything will come from your complaints, but I can garuntee nothing will happen if you don't report it.

From someone who has been on the corners flagging and worked a radio with the safety crew, I am happy to see someone actually bring some respect and understanding to the mockery that always comes.
Yes it can be "entertaining" but the exaggerated body signals are for communication. Communication is safety. People die at these races and people on the corners put their lives on the line so drivers can push the limits with confidence so that us people can "enjoy" the races.

I thought this was a traffic signal to the driver of the pace car to go to (driver's) left. the bigger the sign the better. As a corner worker myself i have been know to jump up and down or lean way out over the rail on the station to make sure I am seen.

That's entirely possible as well - I wasn't at this race (and actually haven't even seen any more than this 3 second vine clip of it), so some context is certainly missing from my perspective. Given that it appears the pace car is just appearing in the background, you're probably right.
